The best, the free and easy way is to start your own blog and tell all of your friends. It will grow quite quickly.
Well I suggest that you start small, if you yourself are a teen then your job is fairly easy, if your an adult than you need to scroll down to the next paragraph. Go to your school and find out their policies on clubs, fill out the paper work and invite your friends. That's how I did it.
For the adult: If your program is about make up tips, and embarrassment then start a message board, and begin talking to local schools. If it's for something serious like cutters, make sure that you have proper degrees, then find a couple of like minded colleagues, and someone well known and respected to support you. Then start talking to schools. And asking if you can speak to parents and teens. Get your name out there, and then start applying for funding of what ever you need, hire a couple of people, then start whatever it is you intend to start.
